Operations Room is a private desktop tool that its owner uses to manage their own YouTube channels: uploading their own videos, setting titles, descriptions and thumbnails, and reading their own channel statistics.
It is not a public service. It runs only on the owner's own computer, and only the owner signs in to it with their own Google account.
